Melbourne added 55 parks in a single year. It manages an urban forest of over 70,000 public domain trees. Its Living Melbourne strategy (developed in collaboration between 32 local government authorities, state government departments, and the City of Melbourne) is the first metropolitan-scale urban forest strategy that includes all treed areas, performance measures, and a commitment to understorey vegetation as well as canopy.
Melbourne’s urban forestry work isn’t primarily about aesthetics. It’s about climate adaptation.
Why Urban Trees Are Climate Infrastructure
Urban heat island effects make cities significantly hotter than surrounding areas (sometimes 5-10°C hotter) because hard surfaces absorb and retain heat while natural vegetation doesn’t. In Melbourne, which experiences extreme heat events that have killed more people than any other natural disaster in Australian history, the urban forest is critical health infrastructure.
Trees reduce urban temperatures through shade (blocking solar radiation from reaching surfaces) and evapotranspiration (releasing water vapor that cools the surrounding air). The Living Melbourne strategy estimates that increasing canopy cover reduces urban heat island intensity measurably, which reduces energy consumption for cooling, reduces heat-related illness and mortality, and makes outdoor spaces usable in conditions that would otherwise be dangerous.
Trees also manage stormwater: canopy intercepts rainfall before it hits hard surfaces, reducing runoff volume and peak flow, which reduces both flooding and the infrastructure cost of managing it. Melbourne’s approach treats green infrastructure as performing multiple municipal service functions simultaneously, not just as aesthetic enhancement.

The Strategy as Innovation
Melbourne’s 2013 urban forest strategy was unusual in several respects. It encompassed all treed areas within municipal boundaries (streets, parks, private gardens, campus grounds, railway corridors, and wetlands) rather than just street trees on public land. It included performance targets and monitoring. And it committed to improving understorey vegetation (small trees, shrubs, vines), which provides habitat for small birds and other species that large-tree canopy alone doesn’t support.
The online tree map (providing location, species, age, and condition for each of the city’s 70,000+ public trees) is both a management tool and a public accountability mechanism. When the city knows what it has and publishes that data, maintenance decisions are tracked and community engagement becomes more specific than “we need more trees.”
Structural diversity in species selection is another underappreciated design choice: by planting different species across different street and park typologies, Melbourne ensures that a single pest, disease, or climate event can’t uniformly affect the entire urban forest. Monoculture street trees are vulnerable in exactly the way that diversified forests aren’t.
A city that treats trees as infrastructure manages them the way it manages roads: systematically, with condition data, replacement schedules, and maintenance budgets. Melbourne moved from treating trees as amenities to treating them as essential services, and the management approach changed accordingly.
What Retailers and Property Developers Can Learn
For retailers in urban locations: trees adjacent to retail areas increase property values, reduce cooling costs, and create the comfortable outdoor environments that extend the effective shopping season in hot climates. Melbourne’s research supports the widely-documented finding that green retail environments outperform equivalent environments without tree cover on foot traffic and dwell time.
Private property owners account for a significant portion of Melbourne’s urban forest. The strategy specifically addresses this by working with developers to promote sustainable urban climate practices in new residential developments and encouraging tree protection and planting on private land.
Melbourne’s most practical innovation for the private sector is demonstrating that urban forestry produces measurable financial returns (through reduced energy costs, increased property values, reduced stormwater infrastructure requirements, and health cost savings) that justify investment beyond aesthetic preference.
