In the 1960s, Brazil’s national government planned to rebuild Curitiba as another capital city like Brasilia. Jaime Lerner, Curitiba’s chief planner and eventual mayor, argued against it, and over the next three decades turned Curitiba into one of the most cited models for sustainable urban development in the world.
The innovations that made Curitiba famous weren’t expensive. They were creative responses to resource constraints that other cities were spending their way around.
The Bus Rapid Transit System
Curitiba couldn’t afford a subway. So Lerner and his team developed a Bus Rapid Transit system that achieved subway-like performance at a fraction of the cost. Dedicated lanes, tube stations that allow level boarding, articulated buses with 270-passenger capacity, and two-minute headways created a transit system that carries more riders per day than many subway systems.
The design choice that made it work: tube stations are elevated to platform level, so passengers board at the same height as the bus floor. This eliminated the boarding friction that makes conventional bus transit slow. Fare collection happens at the tube station entrance, not on the bus, which further speeds boarding.
Lerner also rezoned the city to allow very high-density development near the five primary transit trunk lines, creating the ridership density that makes the system financially sustainable. Medium density several blocks out, lower density further away: zoning as transit demand management.
This model has inspired Bus Rapid Transit systems from Bogotá to Guangzhou. Curitiba didn’t invent BRT, but it demonstrated commercial-quality transit performance without subway capital costs.
Waste Management as Community Economics
Curitiba’s “Garbage That is Not Garbage” and “Green Exchange” programs have achieved over 70% household participation. The Green Exchange program trades food, bus tokens, or school supplies for recyclable waste in low-income areas where conventional collection is difficult, turning waste reduction into a direct poverty alleviation mechanism.
Waste collection trucks can’t navigate the densely packed hillside favelas around Curitiba. The exchange program sends people to collection points with their recyclables and receives immediate tangible value in return. This is behavioral economics applied to waste management: make the incentive immediate and personal, not diffuse and environmental.
Former garbage dumps have been converted into community urban gardens that improve food security, air quality, and social cohesion. Parks serve dual purposes as naturalized stormwater management systems, handling flood management without concrete infrastructure.

Curitiba didn’t solve its environmental problems by spending more than other cities. It solved them by designing systems where solving an environmental problem simultaneously solved a social or economic problem. Every successful initiative addressed at least two problems at once.
What Curitiba’s History Also Includes
Academic analysis of Curitiba has been less uniformly celebratory than the popular sustainability narrative. Urban rezoning undertaken for flood protection and economic development involved forced relocation of communities. The affordable housing stock has declined as the city’s sustainability reputation has driven investment and prices up. The question of who benefits from a green reputation and who bears the costs of the policies that produce it deserves honest engagement.
The sustainability framing of Curitiba is most useful as a model for integrated thinking: designing interventions that address multiple problems simultaneously rather than solving one while creating another. The greenwashing critique some have leveled at Curitiba’s public image points to a real pattern: cities (and companies) that receive sustainability credit for relatively cheap innovations while under-reporting the social costs of those innovations.
P.S. Curitiba’s transit model is the subject of extensive academic literature. Worth reading before advocating for BRT in any context, because the success depends on the density, zoning, and social service integration that most BRT implementations don’t replicate.
