Per-person, Tokyo generates approximately one kilogram of garbage daily. Despite a cultural concept of mottainai (deep regret over unnecessary waste), Japan’s food waste problem is significant, persistent, and now the subject of specific government, retail, and technology interventions.
How Tokyo’s Retail Sector Is Responding
Seven-Eleven Japan has implemented inventory management improvements throughout its supply chain: increasing hygiene standards at manufacturing facilities while decreasing disposal costs at distribution centers. They’ve added a program where customers earn Nanaco loyalty points for purchasing items nearing their expiration dates, which is a smart application of behavioral economics: the financial incentive makes the sustainable choice (buying products that might otherwise be wasted) the commercially rational choice.
Lawson convenience store chain has gone further, partnering with an AI software developer to align inventory levels with actual customer demand. The AI reduces overordering (which is where most convenience store food waste originates) rather than just managing the waste after it exists.
Japan’s government has directed supermarkets and convenience stores to offer vegetable-rich dishes in smaller portions, specifically for single-person households, which represent an increasingly large share of Tokyo’s population. Food waste from single-person households is disproportionately high when products are only available in quantities designed for families.
Upcycling and Technology
Fabula, a Japanese company, is turning food waste (including Chinese cabbage, burdock, and coffee grounds) into “food cement,” a construction material that reduces both food waste and concrete demand (which itself is a major greenhouse gas source). This is circular economy thinking applied at the materials level: waste from one industry becomes input for another.
iFood Solutions’ industrial robot detects damaged products during packaging and removes them from the conveyor belt for immediate repackaging, eliminating the waste that occurs when defective products reach distribution and have to be discarded there. The intervention is before the waste is created, not after.
Wonky vegetables (produce that’s too visually imperfect for display at conventional supermarkets) are increasingly being directed to soup and processed food production rather than landfill. This isn’t a new concept, but its normalization in Japanese retail marks a shift from treating imperfect produce as worthless.

Japan’s food waste challenge is partly a cultural one: the aesthetic standards that make Japanese produce world-renowned also generate enormous waste from cosmetically imperfect items. The retail interventions that will move the numbers most are the ones that change what “sellable” means, not just what happens to unsold food.
What Japan’s Sustainability Development Goals Commitment Means
Japan has committed to SDG 12 (“Responsible Consumption and Production”) with a specific target of halving per-capita food waste by 2030. This policy target is creating real pressure on retail operators to implement verifiable reduction measures, not just communicate environmental values.
The combination of mandatory reporting, loyalty-point incentives, AI inventory management, and product format adjustments represents a multi-lever approach rather than a single solution. Japan’s retail sector understands that the waste reduction target requires simultaneous changes in how inventory is ordered, how products are priced near expiration, how smaller portions are available, and how cosmetically imperfect food is valued.
For international retailers: Japan’s consumer expectations around product freshness and visual quality create food waste dynamics that are specific to that market. The solutions being developed there (particularly AI-driven inventory alignment and expiration-date discount programs) are transferable to markets with different aesthetic standards and may produce even higher waste reduction rates where the quality standards aren’t as strict.
